How much can we really shape the Inquistion?

So the latest Game Informer article says this

The power is in your hands to bring peace back into the world as the
Inquisitor. “We’ve always wanted to ask the question, ‘what if you could
found the Jedi Order instead of becoming a Jedi?’” Laidlaw says. The
space has been made for the Inquisitor to step in and shape the world as
you wish. “If [you’re] going to start something, what would it be? What
would you make that you would want to be a part of?” Gaider asks,
setting up the questions BioWare wants players to explore as the
Inquisitor.


Which sounds cool in theory.  I'll note that the strongest part of that - "shape the world as you wish" - isn't attributed to a Bioware person, but still, Bioware are implying a lot of player control over the Inquisition, which is quite natural if we're basically building it from the ground up.  

But.  This is a CRPG, with a story and plotline to follow.  We've seen how much that in practice limits our freedom in the past.  So how much control can we really be given?  What's Bioware doing differently to give us more freedom?  If we can make the Inquisition into meaningfully different organisations depending on our choices, how could they handle that in future games?

Given that some sort of mechanism is going to be needed to keep the player's Inquisition on the rails of the story - if nothing else we're presumably stuck calling it "The Inquisition" and adopting theinsignia we've seen in the trailer and in various bits of concept art - how is this going to be done without it feeling very jarring, if the player is the Boss of a newly founded organisation?

It's founded with a mandate. It's no different than being a follower, you're not going to be able to decide "screw this, we're selling ice cream." You have the mandate to follow, fix the tear, end the war.

They'll do it like they did with the treaties. Either the Warden can sort of but not really bring them up, or Alistair and Flemeth bring them up and decide that's what you'll do.

Also, what better way to end a war than sharing some ice cream?

Mages are lactose intolerant. Will only make them more cranky.

I think that you'll have the broad objective of "fix stuff" and then having two or more options in each place for how you want stuff done (Bhelen/Harrowmont kind of deal). I'll be happy if you can actually solve something via diplomacy.
