The upgraded staff only appears during RtO. Other than the suggestions already made, I can't think of one either. I, too, use mods, so I have a better staff from the start.sylvanaerie wrote...
there's a staff in the Tranquil chest that you can use the key from the hungry prisoner on. Though I think it too, is pretty sucky. Since I haven't had to use in game stuff in a while (I play on PC and use mods) I am unsure what the best item may be.
And if you wait till after the Korcari wilds and have return to ostagar DLC, I believe the staff in the box upgrades to something nicer.

Older thread but you can buy a Enchanter's Staff in the Quartermaster's other goods both before and after you go to the Kokcari Wilds. It's really the best staff until you can go to Denerim.

The highest-tier staff that you can get before the Korcari Wilds is the tier 4 "Piece of Wood" found by Barkspawn. Naturally, only Cousland pups can get it that early and they can't do anything with it anyway since the hapless circle mage at the Tower of Ishal has only 23 magic (modified) and the staff requires 24.
The highest spellpower bonus is offered by the free Acolyte's staff (tier 1, physical, +2 SP) which you can loot during the mage origin. Normally you get three or four of them but there is no guarantee; you may get none if the dice really roll against you (happened to me once).
The Darkspawn Staff that you get at Emissary Bridge in the Wilds (tier 2, nature, +5% spirit damage) is better than the free staves in terms of damage output because of the hidden 15% damage bonus, and because it improves Walking Bomb damage by 5%. However, darkspawn have 25% resistance against nature damage, and this makes the staff somewhat less attractive during the Ostagar phase.
This leaves the Enchanter's Staff (tier 1, cold, +5% elemental damage). It has the same hidden 15% damage bonus as the darkspawn staff but fewer problems with resistances. The 5% cold bonus offsets the %5 cold resistance of Hurlocks, and both bonusses together offset the ogre's 20% cold resistance, meaning that this staff is no worse than any of the free staves and sometimes it is a tiny bit better.
The Blackened Heartwood Staff (tier 1, nature, +2 SP, +2 damage) was mentioned already; during the Ostagar phase it is less useful than the other staves because of the darkspawn's 25% nature damage resistance.
Hence the Enchanter's Staff isn't a bad choice at all. However, it is not free, and the advantages that it confers are so small as makes no odds. I'd never waste money on it, not even if I failed to find an Acolyte's Staff during the origin.
In that sense there is no 'best' staff during the extended tutorial phase (up to the end of Lothering); certainly nothing like the Corrupted Magister's Staff or Winter's Breath which are actually worth getting.
