Just doing some due dilligience. Still looks like a hornless kossith to me. Your millegage may vary
I doubt the art means anything though, and I severly doubt it guarantee's Qunari/Kossith as a selectable race (Maybe an NPC?) a lot of concept art is just sounding boards for whimsicial ideas and thoughts, but it's always fun to speculate.

Could very well be, even bears a sorta resemblance to Empress Celene

(Assuming that that is Celene on the front of The Masked Empire, but I think thats more than likely seeing as the book will involve her)

It's a white-haired woman, but I don't think we've seen any humans or elves that have naturally white hair in Thedas (who weren't old like Wynne that is). And the color of the mask matches the skin on her hands and neck, and unless it's like glued to her face, the eyes are too realistic and set to be holes in a mask

Once upon a time Cassandra had white/silver hair. The look even made it to the Raise to power trailer, until they reverted it to black.

According to WoT, masks and makeup are very big in Orlais. Especially among the nobility. It's quite shamefull to be seen barefaced in public, especially by a *gasp* commoner!

I groaned when I saw the other costumes as well.
It all looked like Age of Dragon Warhammer Creed Rings to me...
The gazelles were cool, tho'. I like gazelles.

That elf, the one with the mohawk ponytail? On the chance she is a companion - which it looks like she is - please: Do. NOT. Change her hair. Ever since the DA2 previews with the mohawk elf I've wanted that character as a companion.
EDIT: Also, if everything in this picture makes it into the game (which I hope to God it does)...

The guy on the right side, in the background, reminds me of Ezio from Assassin's Creed.
And the musketeer hat looks a bit strange when it is combined with body-armor.

People with status wear masks in public , in Orlais, or at least in Val Royeaux. Those who dont are either poor or sort of don't care about culture/the game etc.
