Templars can drain enemy spellcasters (Emmisaries, and the Archdemon) of Mana, and also debuff their spells. Never encountered the Templar armor.

Templars are mage killers and all of there abilities hurt mages or there abilities one way or the other. I like taking it with champion myself. As for the armor I can't say I have ever seen that. In the circle tower there will be a few templar armor pieces that drop but I don't think they have the commander name. And no I don't find that armor to be very good considering the strengh requirement.

Faryn outside Orzammar has it, iirc.

Templars are mage killers and more. They can cleanse an area of magic and inhibit the casting of magic. The Knight commander plate armor is 40% spell resistant giving +5 to willpower and +10 to physical resistance. Templars are also excellent warriors. Regular templar armor is only 20% spell resistant.

There is a templar armor you can get if you kill a desire demon that has enslaved a templar in the Mage tower

You can buy the armor plate from Faryn in the Frostback Mountain Pass outside of Orzammar.

The Knight Commander is just the chest piece.

If you have a pc version of the game, there are some very nice templar armor mods around - or you can use The Winter Forge mod to craft your own. ;-)
