That is entirely possible.
But if so, I don't think it would be strictly "because nine"
The number won't be a decisive factor, but will certainly contribute imo. If the characters are like in DA2; all a bunch of whiners, useless, cranky or plainly idiotical brats, then even if there's only 3 companions they will suck.
It is possible to have a lot of characters and many of them being cool... Mass Effect 2 was proof of that, a good management of the characters' subplots and entertaining backgrounds for them made the number of companions irrelevant. out of 12 companions + Joker, almost everyone was cool, except for Jacob and Kasumi... Still 11 out of 13, that's good.
Yet a lot of companions create a situation when you just don't know wich one select for the missions. In DA2 sometimes I prefered to go alone with my high-defense rogue than undertaking the annoying task of selecting the least 3 worse companions.... I never came to use some of them like that ****** of Sebastian and the annoying bastard of Carver.
