I consdiered that, but it lacks the signature clothing he is wearing in the other concept art he appears in, so I thought it was unlikely.
I know it's all speculation. I just think that some people go to great lengths to justify somebody being a companion because they really want them to be one, even if it doesn't seem likely.
I don't blame them, I understand that they love the charcters and I've done it a lot with past Bioware games, but it almost always ended in disappointment. That's why I'm trying to go by what I see/ think would make sense rather than what I want this time.

I personally still aren't convinced that's Cullen in that particular concept art. I recognised Cassandra, Varric and Leliana immediately- it was only reading the forums I saw people thought that it was Cullen. I still didn't see it. It might be, but I just don't think it looks anything like him.
I haven't seen any of these "leaks" but I was specifically talking about in-game footage. We've seen the Qunari in-engine in trailers but I have yet to see Cullen at all outside of the leaked survey.

Of course, not everyone in that painting is a companion. Not everyone in any of the concept art is a companion, and that applies to qunari, too.
Ultimately, it doesn't matter. The companions are already decided. We're just squabbling over who's predictions are closest, and we won't find out the answer to that until next year.

He is confirmed to be in the game. He is not confirmed, YET, to be a companion. Same thing with one of the main protagonists from Asunder. Confirmed to be in the game, but we don't know to what capacity.

Well you can say that the concept art guy is not Cullen but you could also say that in-game qunari is some other qunari and not Iron Bull.
And I've also seen people claim that Leliana in the concept art doesn't look anything like Leliana and is some other person and some said that Varric was the bearded greywarden... everyone sees different things when it comes to concept art it seems
Personally when people posted the concept art in their posts I didn't think it looked much like Cullen. But when I saw a larger version I changed my mind as he really looked a lot like Cullen.

In the shot with the flags, yes. Always shown alone, never with anyone who has been identified as a companion. Also remember that Meredith featured quite prominently in DA2's concept art. Several people argued quite adamantly that she was a companion. Cassandra, too, as I recall.EJ107 wrote...

At this point, we know definitely that Cullen would be in the game. As for Iron Bull, it seems more like assumptions that he would be a companion based on qunari concept art that may or may not be him. We don't even know if Iron Bull would even be in the game at all because concept art is just concept art. They changes all the time when they start developing the game. Sera and a Tal Vashoth were supposed to be in DA2 based on the concept art, but they didn't. A lot of the characters in DA2 concept art didn't as well. Cullen is definitely be in the game, so I don't see how someone who appeared in concept art has more chance than someone who is in the game. I have not seen any footage indicated that the qunari shown in the video is Iron Bull.
