It seems that whenever I use the green arrow to move it sideways after the blue arrow then try to use the blue arrow again it jumps back to the spot it was before I first used the blue arrow. It would be nice to have it you know stay where I put it! What am I doing wrong?

You might have "snap to walkmesh" or "snap to surface" enabled if you're trying to move the object on its Z axis and it returns to the ground. Should be a magnet icon on the left side with snap options if you're in the Level Editor.
If it returns to its original location (i.e. sideways) I'm not sure why that would occur, unless you are using the cutscene editor in which case your object is keyed for a certain position and would need a new key added for the new position.
Since you didn't mention what editor you're using, hard to say. The Area and Level editors should allow you to move objects freely unless the snap feature is enabled.
