I'm trying to get some Armax Arena licenses for my squadmates in the Citadel DLC.

But so far, I haven't worked out how.

This is how it usually goes.

I kill just enough enemies to ease the pressure, then avoid the rest until the match ends.

But the squadmates keep on killing, which pushes the score over the silver threshold.

Does anyone know how to play the match so the score stays in bronze level award?

May I ask why you want to do it? It's for the prize? If so, you can just convert the silver one, can't you? I'm almost sure that it's possible!

Because only bronze level rewards can be used to purchase the Armax Arena licenses.

I was going to check into conversion next time, but the last time I looked, I didn't see it in the prize list.

Yes you can convert higher levels to lower levels. The conversion ratio is 1:3. In fact it is more efficient to get Silver or Gold since you can get 3 Bronze unlocks with a single Silver, or 9 Bronze ones with a single Gold.

As far as the scoring itself, it is more dependent on bonuses and the enemy difficulty than the time.
