He is specifically referring to the exploration aspects of Baldur's Gate, which is probably the fairest comparison. It's not one large open map, like a Bethesda game or The Witcher 3, but there is an increased focus on creating areas within the maps that exist solely to be fun to explore and not be mandated by a need to progress along the critical path. Which, looking at BioWare's history, probably hasn't really been done since Baldur's Gate (even BG2 had it significantly reduced).

I don't mean just follow critical path. Going somewhere because of a side quest is fine, so long as you pick up the side quest without excessive deviation from actual important stuff and the side quest isn't too much of an irrelevant triviality . Even following a rumour could be OK if the rumour is strong and relevant.
Would this revise your earlier question?
I'd be surprised if Keith and Co. don't utilize things like side quests to help give impetus for people to go "off the beaten path" and it could still be considered exploration.
