Apparently we already had Xen and Korris, so this should be Shala Raan vas Tonbay.

 

About the salarian from earlier, i still have no clue.

 He is not Morlan nor any ME1 Salarian that I recognize, ME2 armored Salarians where mostlyEclipse members (yellow armor), and ME3 doesn't feature named  Salarians in blue armor (at least I can't remember any).

 Marab from ME2/lower zakera ward has had similar armor, but not in blue.
