I think RPGs could have different kind of relationship dynamics. Renegade/paragon Shepards could have more drastically different personality types as far as it comes to close relationships. I'll play along. From the way I see it, Shepard, whether male or female, renegade or paragon would always be a 'dominant' personality simply from the non-negotiable parts of who and what they are, namely a bad-ass marine commander who takes the galaxy by the scruff of the neck and saves it depite all the kicking and screaming. How could this person ever be 'submissive' and gotten to the pinnacle of their careers.
It's also possible that the idea of public submissiveness would be off the table in such a setting if Shepard did roll for a D/S relationship. That way she didn't have to put her career at risk. Anyway, there are plenty of people out there who are dominate that love being put into submissive rolls. To me, I could easily see Shep being into it. Gives her the opportunity to give control to someone else for a change since she has so much of it.
Thinking about this, her behavour, language, and posture always struck me as very assertive or aggressive when it came to instigating relationships in the game. One thing I would have loved was if some relationships were eased into. Like over time, during mission critical zones with potential LI's, dialog was bounced back and forth that could be later explored and developed. This could work with certain characters, but not with others. It would hinge on that LI's personality. Let me use Garrus as an example since 1) he was in my party in nearly every mission in all 3 games and 2) was my LI. Given their history and the fact Garrus was always 'star struck' by Shepard, I thought her pitch about blowing off steam was... out of place. I had the same, "Whoa, uh... well now." reaction that the turian did. lol If he had a crush, there could have been playful banter during one of their missions where his comments became unintentionally flirtatous. After that mission, Shepard could talk to him about what he said and proceed to advance with romance or continue with friendship. To be honest, the dialog pitched in the game felt like "sex first! then relationship" which isn't how I see them working.
I don't know, if I had it my way, the romancing part for all characters would be a lot more involved so that there are many ways a player could approach the romances. But that would probably add another gig to the game with so many different variables, voice acting, and cut scenes.

Also, maybe Shep isn't as forward with all LI's though so perhaps be a bit off base with my aggressive remark earlier (I'm a newbie to the games - Just started playing and finished my first full run about a week ago).
To answer the original question posed, personally I thought the romancable humans were "yawn". While Kaiden did eventually grow on me by the middle of the third game, he's not the right LI to the femshep I played. Only the "bird" was able to fillful her romantic needs. <3
