Yeah maybe before, just incase Shep don't make it.  But if Thane is going to battle in his casual cloths then my Shepard will feel like a right tool, over dressed in heavy armour.

My Shep is going to feel less of a man with Thane about, wonder if  I can force him to wear armour for his own safety.

He's the most  feared & dangerous Assassin in known space. I think he's figured out what works & what doesn't in terms of protection.

If I was writing the plot I'd give you a chance of stealing the jacket, but the payback will be Thane turning against you on the final mission.

Starting with a cut scene of Shepard taking cover and Thane shouting over "Give me back the Jacket Shepard and no one else has to die." 
"you'll have to take it from my cold dead hands Thane"
"You've asked for this Shepard" Thanes says before firing a missle at Shepard.  Shepard moves and the missle hits the Collector leader.  Thane shrugs apologetically and then cut scene ends for epic final battle for the jacket.

My mind is wondering a little time for bed I think.

It'd be easier just to have the ship synthesis the jacket like it does all the other equipment you find.
