Indeed. The synopsis for The Masked Empire seems to imply that huge elven uprisings will take place around this time, so maybe the "elven enclaves" will be rebel bases or areas where elves band together/lay low during times of hardship? It would help explain why they would be a little more wary of humans and a little more at ease around a fellow elf (even if they themselves aren't rebelling).

Yup. While I would love to talk to the Tabris family too, I would settle for learning how the elves are coping after the Blight. The City Elf's boon and epilogue are one of the few not mentioned at all in DA2, (which at least acknowledges Cousland and Amell, Surana, Mahariel, and I think even a throwaway line about the dwarf), so I'm burning to know what happened after the Warden Tabris got an Elven Bann elected.
Excellent points. I find the cultural differences between city and Dalish elves fascinating. If changes can be made to their situation in some fashion, I'd like for nuances like these to remain.
Thank you, and I agree. I would be interested in seeing situations where they would have to interact with each other more than what we've seen, and see how they react and adapt to each other. I think both groups have cultural merits that the other side can learn from, and I would love to see how they react to the other's viewpoint. (It's so vague as not to be believed, but like how the CE can challenge Velanna's view of city elves being frightened sheep. It's too bad we never got to discuss it further in-game.)
