Aren't mages supposed to be MUCH more powerful than other mortals? Why are there so few templars in each tower?

From what we've seen or heard in DAO and DA2, even an untrained mage can easily dispatch a few mortals with his/her mind! But I've also noticed that the number of mages in one tower seems to be appoximately equal to the number of templars...Why is that?? Maybe that's why later on the mages are able to rebel against the chantry so easily? They must have overpowered their jailers and escaped into the countryside in groups which leading to the story of Inquisition...Maybe the chantry should've trained more templars in the beginning
