According to various lore in various places where such things are written, some very powerful staffs may have some sort of decoration, perhaps gemmed, at the top end, while the bottom end is either bare, or may have a metal ferrule attached there. A beginning magic user, whether sorceror or wizard,  has to use whatever is available that he / she can afford -- usually rather plain, made from quite mundane grades of wood.

Well, I once read an article online titled "Bedding The Mage" that attempted to write Dragonlance's Raistlin Majere and his obsession about magic and his 'staff' and 'ball' (crystal) into an appropriately Freudian context. It was hilarious and actually argued rather well, at least from the perspective of this English major who believes in reading subtext into everything literary whether originally intended by the author or no. What to say, some coincidences do have their sordid implications.
