Most Emotional scene in Mass Effect

his "I understand Commander, I don't regret a thing." really hits me, and the last fragments of comm chatter.....
That's when I unload my master spectre AR on anything that moves when going back to Ash and the nuke...

I know most people feel that death scenes are the most emotional -- so I'm going to talk about a couple that aren't death scenes:
Talitha (I Remember Me quest) -- easily the most emotional moment in the game for me. You only get this assignment if your background is Colonist. What did this for me was the voice actress for Talitha -- pretty gut-wrenching without overacting. Just genuine sadness & torment. Compare this with Corporal Toombs (in the Deat Scientists quest) -- Toombs' dialogue and voice-acting doesn't compare to Talitha's.
That's definetly my number 1 it actually really grabbed me on an emotional level.. number 2 would probably be the first time I had to choose between Kaiden and Ashley... and number 3 would be the very end.. first time I played through it I thought Shepard actually did die then I saw him jump out of the wreckage. epic stuff.

I was also very moved by Kirrahe's speech to his men before the Virmire assault. I was almost expecting them to raise their arms and cheer at the end of it. Clearly, salarians aren't given to overt displays of emotion.
The choice between Ashley and Kaidan receives the top honour, of course. There's so much emotion and meaning in each of the words said during that exchange. I haven't tried the Renegade options yet, but I always get a lump in my throat when I tell Ash/Kai to "stay alive! We're coming back for you!", only to hear them say with wry resignation, "We both know that's not going to happen, Commander."
(Seriously though, why couldn't we have just used ALL our squad members on that mission? Send two with Kirrahe, leave two to guard the nuke, and you keep the last two for yourself.)
If you choose not to save the Council, the scene on the Destiny Ascension where the Navigator/Comm asari says with a look of total shock and disbelief, "They closed the channel..." also really gets to me. The change from a tone of relief at seeing help apparently arrive, to one full of crushed hope is actually the reason why I intend to save the Council on my "canonical" playthrough. I just can't stand seeing their shock and despair when it's clear that help's not coming.
The meeting with the Thorian and Balak's little hate-speech about how humans drove him to his actions were also very fascinating to watch.

Also, the citadel battle scene is pretty hefty. I always lol when I see the asari people onboard the ascension go wide-eyed when they realize we're not gonna save them (serves them right, the smug bastards
To reverse it, Benezia's death has got to be one of the more lame deaths in the history of video games. If you bring Liara along, there's a few lines that make an impact, but the fact that Liara just walks away with a entirely neutral expression on her face for Shepard to face the rachni queen alone, and the way she's gotten over it by the time you're making your decision on on the queen, it's just seems like an oversight.
And Benezia's "THERE'S NO LIGHT, I WAS TOLD THERE WOULD BE LIGHT! D':" line is just hilarious. That line always crack me up.

The opening scene with Shepard on the Normandy.
The Spectre speech.
The speech Shepard gives on the Normany.

The neutral is the best option here IMO. I was so torn apart the first time I played ME during that part that I just sit motionless with my jaw wide open for 5 min or so. I don't want to choose who is going to die anymore. It's tantalising.
Saren shooting his brains off was quite a twist as well. I even cried "That's the real hero here!" after the scene finished. Plus the music was all dramatic it made me shiver a bit.
And the Spectre intro. Solely because of the score - very inspiring!

Weirdly the most 'moving' sad scene (though not tear-inducing), I felt, was finding Kahoku dead, even though it was just a text box.

So true. That hit me so hard. My first playthrough, even though I was Paragon, I sacrificed the Council because I honestly believed I might not beat Sovereign otherwise. I never did it again. I felt so incredibly guilty for just letting them die while I had a whole fleet there.
Also, Benezia's last line made me feel really sad for her.
And of course very other scene already mentioned. What can I say? Great game.

Seconded. It's just a gut punch to watch the crew's rising hopes, only to see them dashed moments later. Definitely the most emotional scene in the game for me.

then there's becoming a Spectre, because it's fairly early in the game (and again the music *gg*)
the one that made me
on my first playthough I had Wrex with me and he's the one who looks at this huge wreckage when Anderson asks where the commander is... Krogan are hard to read, but he seemed sad and that's just making the whole scene worse...
then Shepard emerges from the wreckage and everyone is relieved
I just wanted to tell Wrex it's okey and we'll find him something to kill so he feels better again
