I'd say everything from the 'Hold the line' speech until the end game (provided you did everything else before of course). The post-Ilos finale is just epic.

I played the second game first so I kind of knew i was going to have to let kaidan die...I just didn't know I would have the choice for it to be ashley as well.
For me it was definitely speaking to Sovereign..it gave me the chills. The moment when Anderson mollywhopped Udina also made me say **** yeah out loud. I hate Udina so much..

After three mostly renegade playthroughs, playing as a full paragon and saving the council for the first time was my most emotional moment. It was novel and made me feel good. Despite not being listened to, I saved them. Changing the setting for ME2 also just made it a great feeling moment.
Before my paragon playthrough though I think my most emotional moment was on my first playthrough where I didn't know about missions you got through talking to your team, and I never invested into the charm/intimidate options. Seeing Ashley kill Wrex pissed me off so much. Since then, I'm desensitized when I sacrifice Ashley on Virmire, though I do like her now since I romanced her in my paragon play.
But because of the aforementioned, I got a bit emotional when I sacrificed Kaiden for once. The scene as they fight off the geth while guarding the bomb finally looked heroic instead of the death sentence I made it to be in the previous runs. >.>

When you choose to save the council(paragon ending) and Admiral Hackett says "Alliance ships, move in! Save the Destiny Ascension!" Then the Alliance comes in and wrecks house. It's such a heroic part!

The most emotional scene would be the conversation with Sovereign... first time I watched that scene it sends chills to my spine. The thought of what the Reapers could do to all living organism in the universe... and the revelation that the Proteans (Coming from Sovereign) are not the first alien civilization to fall... and he's only a scout for the Reapers not the whole entire fleet.

When Ash killed Wrex...or maybe it was because I'd just spent all my cash to buy him new armor. But honestly, because he had become one of my favorite teammates. Such a big heart beneath all that armored plating

Hard to say after beating ME1 10 times, so I'll list something that still makes me want to cry: The I Remember Me mission specific to the Colonist background. The VA of Talitha was so emotional I get choked up.
