I was watching the making of again and at 2'17", there's a woman with white hair & eyebrow sitting there, presumably the Inquisitor herself, judging a man who is standing aside an executioner. 
At the same time, Aaryn Flynn is saying: "As the Inquisitor you have rights and powers that other citizens don't have."

I tried to have a better view at the character on the chair (I found it strange she's half-hidden in the shadow):

Pointy ears, white/silver hair, horns(?), angular face. According to Occam's razor its a Female Qunari.

All of the Inquisitors have had the seeker symbol or something on their armour. I don't see anything on hers.

Almost definitely a female qunari. Honestly, I'm just excited to actually see one in game, whether she's an Inquisitor or just an (Aria-level epic) NPC.

I wonder: They love to add some details into their artworks (as you can see on her armour, especially the shoulder part) - so why would they just "sketch" the horns of a qunari? Only to confuse people?

Why do you believe she's the Inquisitor? Does her armour bear the symbol of the Inquisition? Are the qunari forbidden from sitting in chairs unless they head quasi-military organization? Is there some lore I'm not aware of that prevents anyone except the Inquisitor from being partially cloaked in shadow?

The context of the narration in the video makes it rather unlikely it's not the inquisitor.

I'm almost certain it is. The face is all the same colour, and the hair is definately qunari.

While the orlesians have extravagant masks, I doubt they have masks that make you look like a qunari.

@that's1evildude, The guy explains why it's the inquisitor in the OP; she is CLEARLY wearing the Inquisition armour.

We already saw that armor (cf. opening post) + while the artwork is displayed Aaryn Flynn is describing the role of the Inquisitor.
Frankly, I don't care if she is the Inquisitor or not, if she's a Qunari or not. I thought I noticed something and if I'm wrong nobody will be harmed. Trust me, I'm not hoping for anything.

edit: and, again, it's a concept art. Maybe it was made in a time when qunari were supposed to be playable and signifies nothing now. Who knows.

The only thing that concerns me is the "horns". They aren't shaped like the ones we saw on Rasaan or the basic concept of a female qunari. Also, one of the reasons I've heard Sten had no horns was because he wouldn't be able to equip helmets. That would be a problem for qunari PCs, though I suppose elves have lost the ability to wear shoes these days so.....

I think it's definitely the Inquisitor and I definitely hope that it's a female Qunari/Kossith (being able to play as one would surpass even my wildest expectations for this game) but I'm afraid that a playable Qunari is very less probable.

Perhaps that's some kind of cool horned Orlesian porcelain mask.

Whether it is or is not doesn't really mean anything.

A concept art is not a screenshot. It does not represent that are intended to be implemented let alone features that will be implemented. They could be considering Qunari PCs but unwilling to commit because it might still not happen. They could have also had that armor be part of an enemy faction in a previous design. Maybe that concept artist was just throwing ideas at a wall. Any number of other things.

You guys are picking up on stuff that I am not, because I've peered closely at that image and I'm not seeing the similarities between her armour and the guy in the desert, aside from both having big pauldrons.

Not all armour in the game is the same, thats1evildude.

Look at the armour the soldier is wearing (the bottom image). Look at those red ropes tied around his shoulders.

Then look at the femqunquisitor. She has those same ropes.

Plus, the guy standing in front of her looks incredibly similar to the man in the bottom image.
