I am thinking about taking Kasumi on the Derelict Reaper mission and using her flashbang on the Scions. I know it will keep Harbinger from firing. Will it also keep Scions from firing?
Does Flashbang work on Scions?

Well, I just went through the entire mission and I still don't know if it worked. 
Alot of stuff is happening at once so it is hard to keep track. First, I would end up using her flashbang on husks that looked threatening. And when I did use it on the Scions it was hard to tell if it worked: maybe they were shooting at one of my team mates, maybe I was able to dodge in time, or maybe I was just not in the line of fire. I did get hit a few times, but I try to take those guys down fast while my team focuses on the husks. So I still don't know. Derp.

Personally, I don't think it does, or if it is applied the duration penalty is so steep it isn't noticeable. I don't bother trying to cast it on them usually.
The duration it works on Harbinger is bound to be a bug, but I don't mind abusing it for Harbinger.
