Let me get this straight. People are willing to get ONLINE and complete the Keep and then slap that onto a USB for offline play. But they refuse to connect online via console (likely through an in game app) to do the same thing?
That makes no sense..
Because not everyone who has access to the internet on a PC can/wants to connect it to their game consoles. People have different reasons for this, but it's common enough that some consoles even offer the option to download system updates from a PC onto a USB and get it to their offline consoles that way.
The internet is the same, the only difference is the way you access it. Why would it matter if you used your console's internet browser, your tablet's internet browser, your smart phone's browser, the browser on your PC, or one at the library/work? From all of those places you log into the website with your Origin account, which you also use for the game.
Why did you think console users were "meant to use their console's internet browser"? Sure, you don't need to use a PC to use the Keep, but that doesn't mean that you are then required to use the console's browser.
Maybe it wasn't the best choice of words, but part of their reasoning for making the Keep web-based was so that players would be able to access it on whichever gaming platform they choose to play DAI. We don't even know yet if it's possible to transfer Keep data from one platform (PC) to another (console).
The Origin account being required is another concern of mine. I don't use an Origin account to play my games. I had to take my copy of ME3 to a place where I could use a public online console (which is not free to use) so I could register it in order to post on the forums. When something like that can turn out to be such a hassle, of course I don't want a similar system in place just to import a world state.
Moving this system to an 'open and common platform' like the web/internet which all other platforms already talk to, is the ideal choice. We're aware that this is less than ideal for anyone wanting to be completely offline, but for a franchise like DA where your impact to the world through your actions is a part of the experience, we think the benefits outweigh the negatives.
Having said that, I will reiterate that we would still like look at other options - but the main focus has to be in getting the current system working as intended. Hence it is hard to comment on some of the other asks atm, I genuinely couldn't tell you if we can do some of those or not at this time.

Although I disagree with the benefits outweighing the negatives, I appreciate the response and it's good to know that you're at least considering other options. That's all I expected at this point. Just wanted to know that you guys will try to create a solution for offline gamers, even if you can't give any details, because that would definitely help.
