To cut some things short which (after having read on before typing this) multiple people get wrong, IF I get Allan right, it will be that you can use your savegames to create an quick worldstate in the Keep. HOWEVER, direct importing to the game itself is a no-go.
After importing saves to the keep you can still edit the worldstate just like you can if you work from scratch.
If I remember correctly Bioware already had stated before that direct importing would be problematic due to the way the previous engines work and how Frostbite works. However, don't pin me on this one, since my memory can be faulty.

Most likely you can design their face as close to the original ones as you wish, and level them up as you do when you create your own character.

- Or some random lunatic who just happened to have the right partners at the right time (or wrong partners, depending on your point of view and playthrough)
