There is no way no transfer saves between platforms. Period.
And the Keep doesn't transfer saves at all, even between games on the same platform.
The Keep is used to create one-or-more "World-States" that reflect choices made in previous games, then allows you to import that world-state into a new game regardless of platform.

@drs91; In the Keep, you're editing the resulting World-State, not the save itself. (Think DA4...)

Ah, all right then.. after I spent an hour to set the tiles for my two finished playtroughs I jumped here and I knew about the import feature and I feared that I had to use it to make my world state working properly.. now I know I am fine, thanks!! ![]()

I don't know about completing the game (but I suppose that the answer is no and that the tiles just unlock as long as you do things in your game).
As for unlocking all the tiles it's enough that you set Spoilers=SHOW in your profile settings.

Many plots will unlock automatically - a few, such as plots around romances, may require you to complete the entire game and/or have a followup conversation before they will unlock. Once they're unlocked, you'll still need to select the plots yourself in the Keep, or copy your "Playthrough" worldstate over to an editable slot, using the "World States" section of the Keep.

Also, what constitutes regularly deploying forces? Someone said it's doing enough war table quests, but if that were the case then I would have gotten the tile that says I didn't regularly deploy my forces.

Turn off the Spoiler Toggle and you'll be able to see all the tiles for a decision once it's made.

This is kind of ridiculous. Why can't I unlock certain tiles? Especially ones that say I DIDN'T do something.
