However, like it's been said time and time again, it's likely you can import the data onto a USB drive and connect it manually. That said, you could go to your local library if you yourself or a friend or family member does not have internet access. (However, you're online right now, so I assume you have some access to the internet)
I don't have wifi, and the internet service provider I have would charge me an additional $35-50 a month ON TOP of the nearly $100 a month I already pay. That extra money I can't afford. I can't afford to go through my cell phone provider, and I even if I could my signal strength would be next to nothing. As for my bandwidth usage, it takes nearly 1G to operate two tabs on Firefox.
Also you can buy a n standard wi-fi router on Amazon for < $30 - why woud you pay your ISP for wi-fi each month? Maybe I misunderstood?
