I usually don't play with consumables on, and I just shake my head when I see people who should be experienced enough for Gold put on Level 3 consumables on silver.

Yes, on my alt account I have been entering Gold PUG lobbies sans consumables (as I don't have much). Difference is I still use very powerful kits and can contribute more than my alt profile implies I should ...

If I end up in a lobby of quality Gold PUGgers (which is rare) I will try to equip something. I have landed in a lobby with a couple other BSNers I had never played with recently

Yes but not intentionally. I drop into games in progress. The weakest setup I've tried is quarian soldier with a disciple. Managed to extract surprisingly.

IKR, Even on silver u can put on some unwanted/normally not used consumables to make things go faster/smoother. Why gimp urself on purpose...
