Probably they just died there. And whats with the bodies? Listen to Emily Wong in Citadel News Net. She informs about a missing station worker, that probably died, and something about the body might be already decomposed by keepers. Or at least i think that was like that, but im sure about one thing - keepers somehow decompose organic waste, so when someone dies in citadel, keeper takes care of his body.
