I'd rather dynamic spawning at set points. Like, for Cerberus a few gunships would come up, guns blazing, while dropping off troops in a few separate locations on the map. I dunno, something like that would be better than enemies just...appearing out of thin air 2 feet in front of me.
It is a problem for sure as in you do not want spawn coming out of no where right on top of players but it would also be very desireable to make the spawns random enough to prevent spawn nuking and spawn maniuplation. Your way may work with several locations, and if you see the cerberus shuttle coming you know you better get out of there.
