 Ok I bought the game on steam first and foremost.

I downloaded some new armor mods with NexusMod Manager and they require I use the console command to excess them.

I've tried every method imagine able. 

I've added -enabledeveloperconsole to the Game Launch option on steam, I've directly made a shortcut to the Dragonao.exe and added -enabledeveloperconsole to the target line just after the exe" with a space. Wont run without me adding the space.

I've tried to download a DAO Mod Manager that lets you simply click on a option to run the game with Console on. 

I've editted the keybinding to a unused bottion ` and or X at one point or another and nothing works.

That method doesn't work in steam. Go here and follow the editing a game file instructions

First, i think you missed the fonts.erf mod,
you must also check keybindings,
and at least I install with daupdater, or place the file(s) under
C:\\Documents and Settings\\UserXP\\My Documents\\BioWare\\Dragon Age\\packages\\core\\override
if it isnt a dazip file.

 Thanks that link help explain a lot, i would have never guessed that the ultimate edition had such a speciific way of accessing the console commands.
