Your assumption that 150,000 years is enough to discover every possible technology is not only inaccurate but would be incorrect even if we didn't have an in universe example of something similar. I speak of course of the Cthulhu race known only as the Quariens, and more importantly their rebellious technological offspring the Geth. If just 3 people can manage to kill the hundreds if not thousands of geth that you destroy, then surely that Quarian's would have been able to defeat them easily and retake their planet.... oh wait....

Rather then go on and on with the same old thing, Ill just comment on something else. First of all, I'm going to base this on the assumption that the Collectors did build the reapers...  Just because the Council races and the Protherians were able to reach a similar level of technology in 50,000 years how do we know that every race managed to do similar... perhaps there is a different reasoning behind the so called 'regular' cycle. How do we know that they don't actually come back every 50 000 years or so because thats how long it takes them to rebuild themselves up to their current technological state? Perhaps the reapers constantly destroy and annhilate as many of them as possible, in an attempt to prevent them from rebuilding.. only for places similar to Illos to survive with enough genetic diversty to keep the race together, or at least long enough to get in touch with similar places that managed to survive.

Heck how do we know that 'Dark Space' is completely empty... For all we know that it could hold a working Reaper Civilisation, based around their Creators home planet, with them only coming out and destroying stuff to prevent their makers from rediscovering the technology that would eventually allow them to create more reapers, similar things...

Such as Certain Crypts on Klencory perhaps

I seem to remember the Prothean AI mention collaborating organics. Everybody seems to be forgetting about Reaper mind control. In the trailer, power is offered. I think Reapers are immortal vessels for the souls of an advanced pre-reaper species. When I say "souls" I obviously mean Turing-equivalent simulacra of neural patterns (or whatever). To become immortal, these pre-reapers "downloaded" themselves into the Reapers, who need sustenance. The image of a woman dissolving in a trailer indicates metabolic processes to me. Perhaps the purpose of the culling is twofold: to prevent civilizations from becoming advanced enough to challenge the Reapers, and to keep the "neural server-farms" of the reapers running so that the souls within them can continue to do... whatever it is they are doing while the reapers sustain and protect them. Maybe a little bit too much Matrix. The Reapers corrupt and control organic life, but they might also have lied to the collectors. They might even truthfully reward (or promise to reward) the collectors with immortality or whatever.
