So, is it better or worse than the first issue?

It's worse.

They are shoe-horning Cerberus into events that they don't need to be attached to. They are retroactively trying to fix the dissonance between the description of Cerberus in ME1 and then next two games where they became a legitimate galactic force, one able to make a full scale assault on the most protected place in the Galaxy.

I prefer this second issue. It's always fun seeing Wrex being a badass. It also ties with Rasa/Maya Brooks story showing she was also after Fist. And there are some small cameos from Leng.
I just wish they had used Omar Francia, the art on this issue wasn't that good.

Also, Cerberus was already doing a lot of things over the shadows in ME1: Shep finds Dragon's teeth on Eden Prime to later discover Cerberus was testing them on a small human colony/ Face Rachni on Noveria and later find out Cerberus was trying to turn them into shock troopers/ Confront the Thorian on Feros just to discover Cerberus was trying to find a way to control thorian creepers.

Because of that, I really don't mind they added them on this issue.
That being said, however I am kinda worried to see how they are going to put Maya on Kaidan's issue, after all she should also be a teen by that time.

I predict that Rhana will turn out to be Maya in the end.

Did Brooks have biotic abilities? If no, her presence at biotic camp won't make sense.

I fully expect them to try and recruit Kaidan at the end, after he kills his teacher. Or worse, they are somehow indirectly responsible for him killing the instructor, because of some sort of anti-alien propaganda or just putting the idea into his head in the first place.

I love mass effect, problems and all. I really do. But Cerberus needs to start taking a back seat. Having them so transparent completely negates any attempt to build them up as a compelling villain.

As it is, they already eclipsed the reapers in ME3, the game that was supposed to be about the reapers. Lets tone it back.

Definitely worse but then again, the first issue had that sneaky twist at the final page and we didn't get an explanation as to what significance it had to any larger story or the kid's character, so in a sense this one at least comes full-circle instead of ending abruptly. That said, yeah, the amount of Cerberus is uninteresting to say the least. It's been beaten to death by now, and IMO it's about time the writerS move on and explore something that isn't old.

I hope so.

Well, here it says that it will tie into the Mass Effect 3 Citadel DLC... and that's kinda sad, because I'm already tired of Brooks... or Cerberus.

The woman from this issue was Brooks?

Anyway, I'm not surprised to see Cerberus being present on the Citadel, after all, they do almost took it in ME3 and we know they had agents there. However, if this was supposed to be a Wrex's story, they could have done much, much better.
