Nah, I think we'll just kill all the mages. There are fewer of them anyway.

I think there is confusion over what Anders complains to Hawke about. Rogue Templars harassed Anders that one time and the Warden Commander settled that (or didn't).

Well it's not really the Black Chantry anymore if you change all those things about it. The hypothetical Chantry you mention isn't the Andrastian or Imperial Chantry, but something else. Both would have to reform to become it.
It would basically be the Black Chantry just without the Tevinter Government sticking its nose in its business. It would be much closer to the Black than the White in that respect but I have no problem with them both reforming to become something like my hypothetical Chantry.
It would bring an end to this chaos and allow both mages and the mundane focus on the Qunari and Fade threats.

Templars are walking meat sacks in armor if they ever fought a mage that could fight like a rogue with up to date hand to hand combat and dual wield training they will loose every time.
