The main problem was in game speech.

There was a slider for Dialogue volume, but it only seemed to affect dialogue cutscenes.
You could never really hear your party members making comments when you're running around normally.

What we know so far is that the sound engine has been redesigned so some problems, like lack of surround sound on integrated sound cards, have been fixed. I don't know about the dialogue but maybe that's fixed as well.

Hopefully they've fixed that up.

It was annoying to have your party members going on with personal conversations, but not being able to hear them over the backround noise.
