Captain Anderson barges into the council chambers and punches the other councilors. And then he punches Udina just for continuity's sake.

They're placed there to annoy the players.

I'm still wondering what was their role in ME1.

Bioware have said it will be a minor role. Sounds like they have an explanation that sits square on the fence - the decision you make regarding the fate of the Council and the particular appointee you choose will have little impact. The reason? Politics is politics.
Plus it would have been a lot of effort to develop.

I am up for the council to have the role of annoying road blocks, dis-believing fools and then go out in a big giant explosion as the rats flee from the sinking ship. Yea i kind of like that. Oh wait they did that already..... this time let me shoot them, yea that is better. Politicians proof that natural selection should never be interfered with.

Realistically speaking, there's not a whole lot they can do to help you. The human colonies being attacked are in the Terminus Systems, the Omega relay is in the Terminus Systems, the Collectors are in the Terminus Systems, and the council has no power out there.

They don't even know Shepard's alive. We report to the Illusive Man, not the Council.

Lore wise... their role is huge, with politics and such.
Game wise... a mention here and there.

I hope emperor Udina is doing a bang up job at ruling the galaxy.

My guess is regardless of if it's the old council or new council or all-human council, they will ignore Shepard and sit on their asses. Like Jacob said "Different rulers, same bull****"

This review (Nowgamer) says the council is never truly encountered in ME2. Your decision is merely referenced in conversation.
