I remember encountering some mages with accents in DA2 as well in circle related missions but I can't recall any specifics after that.

But when having a different accent contradicts logic (namely that to be in a position to become the Orlesian First Enchanter you would have lied in the Orlesian circle for a good amount of time, probably even having grown up in it) I don't really think it's right to stick a more familiar accent on a character just to appease fans. It's part of her backstory surely, just like with Leliana.

She may well have had been born to Orlesian parents, sent to English accented tower as an apprentice and then for whatever reason moved to an Orlesian Circle after passing her Harrowing.

Not saying I totay agree with it, but it seems to be what they did. Since we've only "heard" her speak in the novels, this doesn't neccessarily violate any lore. And, on one hand, Orsino was named First Enchanter of a mostly human Circle, even though he was an elf. Could not Vivienne be named First as changer of a mostly Orlesian Circle, despite not having an Orlesian accent?
And... maybe her accent changes more Orlesian when she is around other Olresians. I've known people who had subconscious patterns like that in the past.

As the Amell Warden illustrates, mages are sent off all over the place. They don't have to stay in the Circle of the region they're native to.

More likely, she's not Orlesian or wasn't raised in Orlais (or the brief lines we heard simply weren't sufficient to gauge her accent).

But they are also usually sent when they are young, and if Vivienne is old bough to be First Enchanter then she must have spent a lot of time in the circle and would have gained an Orlesian accent (from her character description, it seems like she was raised in the circle, it doesn't seem like being an apostate would be to her liking).
I suppose she may have been moved for some reason, but I can't think why. And the name point still stands, 'Vivienne' is clearly intended to be Orlesian

Everything about Vivienne from her name to the way she looks is Orelsian, but she doesn't have the accent? Despite being in Orlais long enough to be the next First Enchanter? It seems weird.
I hope it's just a placeholder.
