As stated last year that toolset will not be available upon release, is there a chance that it will be released later on? Since Frostbite engine is owned by EA, I don't think Bioware need to pay licensing fee for the toolset being released using the Frostbite engine. I hope that it will be released because it is one of the things that keep Dragon Age Origins so fresh for me after many additional playthroughs.
What are the chances of toolset?

It's not just a licensing issue, though that is still a significant one since the engine isn't the only tool in the toolchain.
I asked and was told that the official stance right now is they can't talk about what modding capabilities there will be.

There is absolutely no chance that they will release a tool set. Between the quick turn around in the publishing cycle, the relatively mediocre reception of the DAO tool set, and the minority of PC sales in the grand scheme of things, Bioware has moved away from a being a company that concentrates on these sorts of things.

Zero. Frostbite doesn't just use tools that are wholly owned by EA, so it's not that easy. Not to mention that even if it could be done, releasing modding tools for frostbite might cause EA problems with other franchises.
