I'm pretty sure in the future novel "The Masked Empire " City elves will join the rebellion, at least , in Orlais.
I think she may be a Robin Hood kind of character , she's probably the boss of a group of city elves who just took advantage of the chaos around and started stealing , and making their own justice.
She might be a bit the Varric of DA:I , and she had a group of urchins spying and know everything going on in the poor districts of the main cities.

From the leaked survey and could be obsolete:
"Sera- Sera is young, frenetic, and a brat through and through. She revels in the athleticism of being an elf, of being different. But her culture isn't elven, or for that matter strictly human. It's the underbelly of the city in her network of rogues; what you do is more important than where you're from, and friends open more doors than titles. Robs from the rich to keep for herself."

Sounds a little less noble than a Robin Hood archetype, but still I can't wait to hear all of the crying on BSN because of how annoying and foul she'll be. Opposite of the steriotypical high elf, I love it.

In my D&D group, we got this guy who, when in a situation where he needed to hand over his weapons, refused to do so and failed the check to conceal them. So he ended up being searched very thoroughly for any more he might be hiding. Was limping a bit next time he met up with the group. After that he developed the nickname "The Elbow", or "Elbow Deep", and it's become something of a running joke in our campaign.

After I found this concept art, shared it with the group and they all got a huge laugh out of it. Joke is that apparently the legend of Elbow Deep has spread to Thedas, as relayed by Sera/Blondie.

Maybe Sera will want that.
I expect at some point in DAI the Inquisitor will have to decide about this.
Might be harder if Sera should become the Inquisitor's Li.

The Inquisition calls for big decisions, and I hope our LI won't follow us blindly if we stand against their faction

She looks likable enough. Wouldn't mind having her in the party.

But she couldn't be Vellanna's sister then right ?
Do all Dalish have face markings .
Doubt she's the sister .
I'm sure she has an interesting story we'll learn in due course.
Don't know where the bratty personality claim for her came from or what it means.

Yeah Seranni was a ghoul in service of the Architect, she wasn't doing so well last we saw her.

 I have a sneaking suspicion that Sera is just a cover for Briala.  Pretty groundless I know.  It might make sense from a story standpoint however; depending on how things are played out.

Sera seems like a Genki girl. I don't think we have seen this archetype yet in any of the Bioware game.

Also curious how she might react to an elven protagonist (possibly shifting in responses due to the background and culture of the Inquisitor).
