For some reason, an elven thief/troublemaker doesn't seem the type to join or even colaborate with an organisation such as the Inquisition. But this is all speculation, of course. For all we know, the elf is a temporary companion that will get killed early in the game in a very brutal way xD.
Haha! Well, I would never have guessed an assassin or chantry sister or qunari would join the Warden... and yet...

The fear of impending death upon a whole country, perhaps even a whole continent, has a way of bringing people with values (and some who lack them) together.

Just going by that concept art, I'd guess she is the life of the party and also has a vulgar sense of humor. Also, Cassandra is not amused.

Considering Merrill was a LI, she was more of the ditzy woman-child.
Sera seems more like Tiny Tina from Borderlands 2.

Admittedly, "little sister" is oversimplified.

Assuming the details of her background haven't changed, she appears to be a City Elf.

I could almost see a thieves guild sort of organization , humans, elves,dwarfs, Tal Vashoth.
Race didn't matter.
Robbing the rich did.
Wasn't Daveth a thief that Duncan saved from the gallows ?
I can see Sera being one of those.
