I read on the Wiki that the Chantry Board and Blackstone Irregulars appear outside of the Chantry after you have completed the quest to get the arl back to health. However, I'm already half-way through the Landsmeet, and they haven't showed up. Is there something I am doing wrong?

Did you tell them you weren't interested when they approach you for the first time? That might make them disappear for the entire game (although I'm not sure about this, always took the quests when first offered).

If you are talking about the Irregulars in Lothering, then no.

They appear outside the Chantry in Redcliffe after you finish the battle of Redcliffe and clear the castle, but this is before you actually cure Arl Aemon. Maybe someone has confused chantries? There is a Blackstone irregular representative in Denerim inside the Gnawed Noble tavern, but I have no idea when he first appears, always seems to be there by the time I get around to Denerim.

The should appear actually as soon as you've defended the village from attack, once it gets back to normal. Don't even have to go up to the Castle yet. Just go into the Chantry after the attack and come back out and they're there.

I usually do that but this time neither one of them are there.....bummer....much be glitched. I have to start a new PC now....grrrr.
