To be fair Dragon Age 2 hit a good middle-point in giving the 60-second cool downs on healing items (and other potions) - yes, I actually liked that, it made their use tactical.
But I agree in principal that the 'no health regen outside combat' has struck a nerve in me and I'm a little anxious about the principal if it means lots of running back and forth to get a new stock of potions, artificially lengthening the game.

Potions allow for flexibility in party construction especially for those gamers who do not wish to bring a healer along or do not wish to spec the mage as a healer. Since in the DA universe only mages have access to healing magic. So therefore it would not be a brainless gold sink for that gamer.
The only skill that could be incorporated in the DA universe is a first aid skill, but that would only stop further injury or death. A first aid skill would not restore health. The other way is to have regenerative items (like Lifegiver in DAO). That way the lore that has been established remains intact.
Proper planning and inventory management can mitigate having to run back and forth for a new stock of potions.
Bioware has back down from total non-health regeneration. Now a certain amount of health (if below that level's health threshold) will return after each combat dependent on the difficulty level.
