Hmmmm...I'll take a stab at this.
Something between a female mage inquisitor (or possibly another mage character), and Cullen. (This would be if you've expressed a more balanced approach to the mages and Templars, neither exclusively pro-mage or pro-templar.)
Inquisitor: You know, Cullen, we're not the enemy.
Cullen: I never said you were, Inquisitor. Or any mage. But those with magic face a greater risk that most people do not.
Inquisitor: I agree.
Cullen: I...you agree?
Inquisitor: I understand the purpose the Templars once had. To be guardians and protectors.
Cullen: That... is true.
Inquisitor: Most mages want what you want, Cullen. Security for those around them. But we also want to be treated as people. And that is what many Templars have failed to do.
Cullen: ...
Inquisitor: I hope you will prove to be something your fellows have forgotten.
Cullen: ...I am not sure what to say. I will have to think on this.
I would like to write a version of this if the Inquisitor and Cullen are in a romance or if another companion is present. But I can't think of any... Anyone want to take this one and expand it?
This one was really good. I even read Cullens' lines in his voice.
I'll take a shot at mixing a romance in it:
Inquisitor: You know, Cullen, it's not the mages that are the enemy.
Cullen: I know that you aren't, my love, but you have to agree that those with magic can be a far greater risk to others than most people could ever be.
Inquisitor: I agree.
Cullen: I...you agree?

Inquisitor: Do go on.
Here I'm thinking that the dialogue could be different based on wether the player's been more neutral, pro mage or pro templar. I'll do the dialogues in that order aswell.1. (Neutral)
Cullen: I still don't know if keeping the mages guarded is the right thing to do. But to protect the innocent from the horrors that could dwell within any mage is what we were sworn to do, even at the cost of the mages' freedom. But perhaps the templars need to change aswell. We were supposed to guard the world from the mages, but we were also supposed to guard the mages from the world. I think most templars forgot that part, though.
Inquisitor:...
Cullen: But know that I'd rather die than seeing you hurt, my dear. I'll guard you against the world if that's what it takes to keep you safe.
Inquisitor: Cullen...
Cullen: And know that if the time ever came when you need to be stopped for the good of all, I'd be there to stop you. Even if it'd break my heart.
2.(Pro mage)
Cullen: I'll never forget the horrors I saw at the circles in Ferelden or in Kirkwall. Blood magic and abominations will haunt my dreams for the rest of my life. But perhaps it was as much our fault as theirs. If mages had been allowed to live free from the templars, maybe those things never would have happened.
Inquisitor:...
Cullen: You said that you felt safe with me, and know that no matter what may come in the future, I'll never let you get hurt, my love. This I swear to you.
Inquisitor: Cullen...
Cullen: You showed me something that I had forgotten, and perhaps every other templar aswell. Just because you're a mage doesn't mean that you aren't a human being. You feel fear, sadness, joy and... love, just like anyone else. Won't I ever forget it again.
3. (Pro templar)
Cullen: Look at what the world's gone to ever since the mages broke free! It can't just be a coincidence. The maker is clearly showing us what will happen to the world if we let these mages go free. For the good of all, even for themselves, they need to be stopped.
Inquisitor:...
Cullen: You told me you felt safe with me, and know that I'll take on the world to protect you, my love, but by my sworn duty and for all our safety I need to keep an eye on you aswell. You know this is necessary aswell, right?
Inquisitor: Cullen...
Cullen: You may not be like most mages, but your kind has brought nothing but destruction to Thedas. I pray to the maker that we won't be stopping them too late.
