OT: I don't think either of those powers really needs much in the way of adjustments - I almost never turn off Devestator mode and the animation for Tactical scan doesn't bother me.

 

You never turn it off because it's so long it's not worth it. You would if it was instant. Like for example you are running away from a Praetorian. Instead of slugging with DM on, you could start running and turn it off on the run for a speed boost.

Since DM has a very short CD, you might as well just completely take away the no dodge penalty since you can turn it back on when you're done dodging anyway.

It would also cause significant balance issues because of the free reload it gives you.

Imagine a Reegar Carbine which never needs to reload and does 30% more damage half the time.

It'd kind of render the Human Soldier pretty irrelevant as that's one of its biggest strengths with Adrenaline Rush.

Question is - why did they gave him an ability to dodge anyway if NO ONE IS GOING TO USE IT? And the free reload is bad. Also the suggestion was to NOT have the animation for turning it off and HAVE the animation for turning it back on.

Funny that your OP doesn't state that and simply says that it "Should not have any casting animations."

Would you feel better if they just removed the dodge from him completely, then?

Yeah, but I mean a suggestion from one of the posters. That made the most sense. :) 

Well if no one is using it - why did they add it? And it's a bit silly how a huge Destroyer can dodge, but a Turian can't.

You know how well your silly realism arguments work in a discussion with me about balance =P

Although changing max shields for a complete negation of the speed/dodge penalty would make it a choice between mobility and damage,
