For a future playthrough, I want to try a class that can use Flare effectively (other than a Soldier using the Ad Rush cooldown cancel). I thought a no-Charge Vanguard could be interesting.

Still CQ, he could depend on squadmates to prime targets and use Nova to detonate. Best part is, Nova isn't affected by that long-**** Flare cooldown, so he could use that to further weaken groups or hit elite targets before Nova-ing.

Any thoughts about optimal weapons for something like this? Without relying on Charge, I figure I can afford to go a tad heavier than usual. Plus there are a lot more weapons available since I last played. I thought Acolyte would be another good shield/barrier stripper, but not as good getting in close enough to use Nova.

Oh, this would be for New Game+ on Insanity.

This doesn't directly answer your question, but I haven't found the cool down on Flare to be prohibitive. I think I can get it down to 5 or 6 seconds, can't remember exactly. I basically focus on cool down for upgrades, armor mods, and cool down evolutions. I often go with Flare when playing an Engineer. No faster way to clear out a room than primer-Flare. It works especially well on Priority: Surkesh. Since this is a NG+, did you get Cerberus Spirit Armor? Or perhaps Rosenkov armor mods?

No Charge NovaGuard by capn233. This thread can give you a start.

For your native powers, I recommend something like:
Incendiary Ammo: Squad Bonus - Ammo Capacity/Headshot Damage* - Explosive Burst
  Nova: Radius/Damage* - Half Blast - Sustain
Pull: Radius - Expose - Double Pull
  Shockwave - Radius/Damage* - Detonation/Reach* - Lifting Shockwave
Assault Mastery: Damage - Weight Capacity - Shotgun Damage/Power Damage**
  Fitness: Bottom row
* Personal preference.
** Depends on weapons used. Take Shotgun damage if you will use shotguns. If you prefer anything but shotguns, then take Power Damage.

For weapons, I prefer the Claymore. And if not the Claymore, then the Raider (Leviathan DLC required).
You can pretty much use any weapon on the Vanguard and make it work. Even the Katana and Scimitar are decent on the Vanguard.
For non-shotgun weapons, then the Talon, Hornet, Punisher (DLC), or Hurricane (Collectors Edition) could be good. Something that can fire a lot of bullets quickly to make use of Incendiary Ammo explosive Burst.

As for bonus powers, Reave, Defense Matrix, and Energy Drain are probably your best options. Capn233 used Inferno Grenades and did just fine, and I believe that was before the changes to fire explosions if I recall.

Many ways through the game. Personally I don't find Flare all that useful since the cooldown is so much longer than many alternatives.

Alternative bonus powers for a No-Charge Novaguard are myriad. Energy Drain, Fortification, Barrier, Defense Matrix, Inferno Grenades, Reave...

I think the inferno grenades are great for a charge vanguard. Otherwise you'd be better off with something to regen shields.

Infiltrator with Flare, Cloak to shorten cooldown.
Very effective.
