It is not that complicated, in fact. Quite clearly the Devs did away with the concept of "light armour".
This means that NPCs who fit roles that would normally mean only wear Light Armor now wear standard clothing instead. They likely don't get much physical protection (though we don't know how NPC defenses work), but certainly have shields and other protections (Barrier, Mordin probably has tech armour, and so forth).
Meanwhile, NPCs that would rate Medium/Heavy armor (Jacob, Grunt, Garrus, and Legion) do wear armor.
Shepard, on the other hand, gets to wear Heavy Armor, likely due to specialized N7 training. Either way, it is _certain_ that NPC protections will improve as you level up one way or the other.

Yes those are all the different customization options of the N7 armour, you can sorta tell because it has N7 on it.
The only thing you have achieved here is to help my proove my point.
Those pictures in no way proove me wrong and in fact strengthen my argument.

You can't prove that there are less than or exactly two armors that are non-DLC in-game. Both of you guys are trying to argue how many armors there are for a game that hasn't even come out yet. Wait for a week, and then see. I don't think it's that hard to wait for a week. Speculation has the possibility of being true, but since it's a chance, it can also be false.

I don't understand your point Gandalf. If you can replace every part of your 'N7 armor' as you call it, which changes its stats, the models of the helm/arms/torso/legs etc, and can also change its texture and colour, then at what point would you consider it a 'new' armour suit? The system has changed from ME1, where armour came as entire suits - I agree with you that only the DLC suits seem to be sticking to the ME1 style. However, basically what you're calling 'heavy customisation', we're calling 'replacement of parts to form new suits'.
Also, N7 is Shepard's rank. You can choose to put decals like that onto any of your armour.
