That's the thing about the term, you don't insinuate a certain race or culture when you use that term, because it's supposed to cover so many varied and unique cultures that would be impossible to individually name and memorize (as a layman that doesn't study that part of the world in depth).
The term is not supposed to bring a racist or negative connotation.

The problem is that it isn't true in practice. I've seen plenty people refer it as a 'race' or culture. Heck, even in some surveys and profiles you get those bull**** terms. After all, I could use 'north american' if I wanted to and claim the same reasoning you are using.
It encourages ignorance and stereotypes. Same with calling anyone of asian descent simply asian instead of their proper heritage when the differences are vast.
