And as for the NPCs romances - ME3 allowed this because you spent a great deal of time on the Normandy, thus your love interest was in one place. This will not be the case for DA:I, where you'll be capturing keeps, moving all around Thedas (having in mind that devs aren't that eager to implement fast travel feature as they now have mounts). Keeping the romances "exclusive" to the companions seems like the right choice.
It's been stated that there will be a major "hub" in this game like in DA:O (camp) and Mass Effect (Normandy), what it is has yet to be revealed however. It seems to me as though we'll be having to journey to this "hub" anyways to progress our relationships with our companions, and possibly oversee renovations like in DA:A, I don't see why an NPC from this Hub couldn't be romanceable.

Well, just thinking out loud here, is there really any indication Celene doesn't only like women? She's never married, there's Cailan, but that was probably just political.

I think they had something going on. Since some letters you find in the game suggest Cailan was ready to dump Anora for Celene. And it's implied Celene refused to invade Ferelden after the Blight because of her affection for Cailan.

If the wife Anora couldn't get pregnant it's her fault.
Of course Loghain found out about it.
I doubt we'll be able to romance Gaspard or Celene.
Wouldn't it be interesting if Morrigan, were Celene's lover now.
Of course she was straight in DAO and had some unkind comments to say if your female warden hooks up with Leliana,.
But times change . People change .
Maybe our little Morrigan has learned to broaden her horizons .
Power has meaning she said. Maybe she's lost all inhibitions in her quest for it.

Huh, for some reason when I heard she had an elven lover, I automatically assumed that it was male.
