Same reason as they won't be making particularly old women as romance options, either.
In short, if Bioware don't think something will hardly ever be used by their customers, which will cost them a decent investment of money, time and/or resources to create, then there's little point in them trying to. It's just taking up space on the hard drive.
Personally, I'd much rather all romance-able companions have the option to be in a relationship with a protagonist of either gender, since it would require just a few alternatives for dialogue. Creating an elderly character, like Wynne, who's able to go down the road of romance and more... That's going to involve a lot more.
Especially in motion capture, if they want to make it believable. Old people don't move like middle-aged people. Who, in turn, don't move like younger people, who don't move like teenagers, etcetera. Unless, obviously, they ignore that difference, like they seemed to with Hawke's mother.
Then again, for Morrigan, unless it's an Orlesian fashion thing, it appears they're going with facial blemishes to reflect age, which doesn't make much sense. If age is what they were going for with her, they should have concentrated on things like wrinkles, muscle displacement and weight mapping.
