That's because there is no excuse for not getting a PC if you're a gamer.

Now ... are you a gamer?

It's not bad, but it doesn't seem very well built. I mean, 16 gigs of RAM? Why bother when 8 would be fine? A 2GB GTX 640? A 1 GB 650 would be better. Processor is fine for the price range you're talking about, but personally I would go with an i5 instead.

checks HP site. You can get an I5 for $650 but the graphics card isn't as good and the memory is 8 gigs.

They have a liquid cooled gaming rig for a thousand.

liquid cooling really serves no purpose at this point. Most rigs can get by with no more than a fan or two. It's really only for aesthetics, which personally, I think looks stupid more often than not.

Intel processors may be better in general, but AMD processors are the best for your money (hell, the AMD FX 8350 is the best processor for your money, period). A technically better Intel processor costs up to $300 more than the AMD equivalent. I would go for an AMD CPU if you don't want to spend a wad of cash. You probably won't be able to tell the difference.

Not necessarily.

The rough Intel equivalent to the FX 8350 is the i5 3570K or i5 4670K for the current gen Intel CPUs. Both the AMD and the Intel chip have equivalent performance with slight focus differences as the AMD is better at multithreaded tasks whilst the Intel has significantly better single thread performance and is more enegry efficient.

Both lines of CPUs are pretty even in pricing too. Both can be overclocked pretty easy and high (though the FX really starts sucking energy if you do that).

I would say that upwards to 200 bucks, AMD gives the best bang for the buck (also because AM3+ MOBOs are pretty cheap), at around 200 bucks it's a matter of what you use your PC most for and then decide what you get based on benchmark performances for both the AMD and Intel chips and lastly, above 200 bucks (which means 300 bucks) Intel is the only way to go as any Intel i7 will blow AMD CPUs right out of the water in performance (and let's face it, if you pay 300 bucks or more for a CPU, you want pure power!).
