Some of the most compelling BioWare companions have been non-romanceable. Varric, Aveline, Shale, Wynne, Wrex, Kasumi...pretty much whoever your character didn't romance.

Your mistake comes in thinking that the mindset stops with the fifteen-second scene.

Everything leading up to that fade-to-black is mere foreplay for ... erm, headcanon and fanfic. It devolves into Rule 34 territory after that, and yes, there are certain players who go after the romances for that very reason.

Well, sometimes things you see point you towards a certain conclusion without having a direct observation of that conclusion.  Do you have to see something firsthand to believe it accurate?

If the primary purpose of romance was sex, then Shiara the consort would be one the most popular characters in Mass Effect. Her sex scene is as intimate as many of the others.

She isn't popular. She isn't even in the top several dozen. That should be ample proof that sex is not the primary motivator behind players who romance characters.
