I have 9 garnets and cannot for the life of me find a 10th. I read that you could get one from pickpocketing the shaper and the sergent in Orzammar but I did not get one from either of them (Shaper gave his necklace, sergent gave nothing but a "success"). The last source that I know of is Ruck and I am not to him yet. I believe I have checked almost all of the possible vendors in Denerim Market, Circle of Magi, Redcliffe, Orzammar, and the Dalish. Have I missed anyone or is there someone else that I can possibly pickpocket for a garnet?

Can't really help you there, did the quest by saving any garnet I found, but where I found them I have no idea, for all I know they drop at random. I am not sure but I seem to recall finding a garnet in a chest by doing a chantry board quest. The one where you kill some darkspawn who destroyed a caravan, one genlock alpha and two emissaries as notable enemies, if that was fixed or random loot I don't know.
