CAT6, while somewhat unique, don't differ that much different from Cerberus, really. So I think the better question is: What would make CAT6 a different multiplayer enemy from Cerberus?

There's mechs. LOKI, FENRIS, and YMIR.
Maybe even add a CAT6 Biotic. Armed with a pistol and a mini-warp (more like the Volus' Biotic orbs)

Loki's can make up the cannon-fodder spot, with the specialist being akin to marauders or centurions. Then shove in snipers and heavies at once, and add the biotics. Boss could be YMIR mech(s). Maybe have FENRIS mechs too? Kinda like husks/abominations.

They're much more heavy on using powers then Cerberus. Plus the heavies shield's are immune to weapon penetration, and the snipers cloak.

I'd say trash the loki mechs after the first few waves, and make the bulk of each wave just more and more cat6 units. Even with the YMIR 'boss', deploy it more as a support to the cat6 rather then a boss. More of a "superior and more firepower" faction

edit: Oh, that'll make them another faction without any sync-kills.

It'll still probably be similar to one or two of the other factions, but if the wave compositions are focused more on the 'mid-tier' mobs and using powers, then I think it'll have an interesting and different feel to it.

Cat6 Heavy and Cat6 Engineer are very different from Ceberus' units, Cat6 Sniper can cloak and oneshot you with the 3-round-burst Incisor but behave very similar to phantoms when you get close, maybe they could get a melee attack or something.

The engineer's already send out the a new drone type which would be very annoying if buffed, the soldiers have timed multi frag grenades. The Snipes have cloak and are actually fairy good at running away.

Make the CAT6 Atlas different, maybe trade out 1 sec shot cannon for a rev-up mini-gun that would have a few seconds cool down - similar to Cerberus turret but firing time lasts longer.

Make the CAT6 shield guys harder to take out, make it so you have to break there Omni shields to kill them from the front, also give them strong shields on top of that which take damage once the Omni shield is broken down.
-also make the Omni shield recharge-
this way they are more challenging but not impossible.

Just some ideas I thought of when playing through the Citadel DLC... lol

CAT6 Atlas in SP is pretty boring, the diving Atlas from Leviathan would be cool, of course modified with new weapons and some reskinning
Autocannon with ramp up (like Cerberus Turret) for long range, flamethrower closerange, shield bubble of denial (like praetorians) that can be destroyed by shooting the shield generators mounted on the Atlas' shoulders (like Scions). I think also throwing grenades would be too much then.

Cerberus: Works for the Reapers through indoctrination
Geth: Heretics, following the Reapers as explained in SP.
Reapers: Well, name says it all.
Collectors: Genetically engineered by the Reapers to fight for them.

Cat6 are guns for hire, not in any (known) way affiliated with the Reapers.
