That's what I was getting at. They're either not involved in Citadel matters but have an large civilization, or they have a small civilization (as in, mostly just on a home planet or area) with assorted drell around Citadel space and whatnot. The loners of Mass Effect, if you will.

The Elcor, but only if they make a push for it. They have a strong military.

I doubt the Volus will ever join the council. They can't fight all that well. Unless they make the economy so good they can start supporting other races by themselves. They have to succeed at that, and then probably agree to do it in the first place.

I can't see them willing to sacrifice enough of their own to support others. Thus no council seat.

The Hanhar have neither the will, military force, economic brilliance, charisma, or anything outstanding about them. Other than that they are highly zealous. They are basically a bunch of space hippies to the hard core. So hard core they make earth hippies look like career generals. ;)

Riiight... sure. Just after they finish protesting the development of a road that runs near a lake that once had a colony of hanhar in it that believed their were prothean ruins somewhere in a 200 kilometer radius of another planet in a hypothetical other galaxy. Suuureee.... ;)

Irony dictates the Hanhar now have to posess the galaxies strongest posin within their tentacles to sting people with. Capable of killing threshermaws in a tenth of a second. ;)

If Krogans would organize and start give a damn anyone besides themselves, they would qualify... but they wouldn't be accepted because of their violent nature and lack of diplomatic skill.



The Volus are out of the question. They're bit pacifistic by nature and prefer letting the wallet do the talking.



Elcor are not ambitious enough. They do have a strong military. Well, at least their ground forces.



Drell seems to have isolated themselves in the galactic society. They also seem to be disorganized. Don't think they even have an official army.



Rogue Geths probably would have the military might, but would certainly lack in all other areas... especially on the PR department (Geth are considered the bad guys, no matter what)

I'd hope the volus would be admitted due to outstanding economic contributions to the citadel species. Perhaps my shep can convince the council. They let me pick the human councillor, afterall.



Also, Blasto for Hanar councilman. He can replace the Turian.

I don't think that it will happen, at least so far I don't know how its possible. Because in order to take humans in, they needed full scale assault on citadel, with fleet destroyed and humans coming to rescue. So as I understand they need something major in order to take new species in.

Unless Volus will pay for all the repairmen and found the new citadel fleet... that is major in my opinion.

Humanity getting in so quickly is going to make it that much harder to keep the Volus out. The Turians will see the advantage of having their vassal on the council to counteract the Humans, the Salarians will be sympathetic to the Volus' lack of military strength, the Humans will want to encourage the Volus towards independence from the Turians, and the Asari will go along with everyone else.

My quests would be that the Krogan would be the next on the council, that is If Wrex didnt die on Virmire. Seeing how Wrex got the Krogan back together and Organised. And looking how the Krogan where instrumental in defeating the Rachni which suggest they could have a powerful military. Also seeing how Krogan are seen as some of the best mercnary's it would suggest that Krogan are very good fighters and don't only rely on zerg.

It would be wise for the council to have them on there side since Krogan are eager to fight, so you might aswell fight with them instead of against them. The salarian's would probably cure the genophage when they feel the krogan have got there act together and nolonger pose the threat or less threat then the Geth/Reapers/Collectors etc. Seeing how a rampaging horde of pissed off Krogan would be nice to have whilst kicking some synthetic/bug ass ^^

I got a Feeling that we will see Wrex appear in ME 3 as the Krogan council member. but only if he didn't die on Virmire and the council is not only human and maybe some other stuff that happens in the 2nd game. Because I guess that Bioware will have the relatively minor decisions in the First/second game have major consistences in the Third.

(+it would be nice to have a Council member that can explain a situation in clear and simple launguage. And asking the other Council members if they can take you in a fight ^^)

I could see the Krogans being a member before the Krogan Rebellian but after it? Also honestly can you picture a Krogan politician? I guess I shouldn't say that because Wrex said that about scientists and there was one eventually.

I personally would still like to see the Volus be apart of the council species. They have done a ton of work for the market and to me more than makes up for their lack of military.

Right now the Volus and Elcor seem the closest to gaining a Council seat after humanity, but for reasons outlined many times before me it may not be so likely. Otherwise Quarians and Krogan, if their respective disasters hadn't happened.

Actually - I percieve mass protests on behalf of all the races that have existed on the Citadel longer. And, I find that to be reasonable.



I believe that the criteria will slowly start to change. I mean the Volus invented the Galactic Economy for crying out loud.. and I'm sorry, but commerce beats even war.



As for the Elcor - there's a story about a mass murdering Elcor selling body parts during an elevator ride on the Citadel. I'm sure the Elcor (and all the races) are far more complicated than the few we meet - plus, I believe the Codex mentions that their emotions are far more complex, they just can't communicate them to other species.

No one since Humans control the council.

But if the Council is multi-species, i think the Batarians, Quarians or the Krogans will be the next on the council.

And it seems you paid no attention to convertations.

The Drell dont have a homewold, they were rescued by the Hanar and now co-exist with then..

None of the other species atm, the council obviously consider the Elcor and Volus to be useless hence their shared embassy. Every other species is hated or considered lesser so maybe a new species? maybe even the Geth or Rachni if they redeem themselves.

Humanity wouldn't allow the Batarians to have a seat in the Council.  They're pretty much in the middle of a cold war.

I'd give it to the Volus.  Their economic contributions are just too much to pass on.  Yes, they're a client race of the Turians but who cares?  They did their part, and I'd bet that without them the galactic economy would struggle.

Elcor have no reason to have a seat.  I dunno why people think they have a strong military. 

Krogan could recieve a seat on the council in like...100+ years (Closer to 200 - 300 if I had to guess, and only because they'd be such a massive asset to the Council in terms of military strength).  They would need to unify and prove to the galaxy that they won't rampage around.  Wrex is a good leader for this, so if he can do it then they'll be fine.  Especially if they prove useful against the Reapers.

Quarians don't even have an embassy on the Citadel.  This could change pretty quickly and they would probably gain a seat on the Council in no time.  Just requires old wounds be healed.

Geth (assuming that they join up with the rest of the Galaxy and fight the reapers, something very likely I imagine) would probably not see a seat on the Council for hundreds, if not thousands of years.  They're a secluded, hated race, and even once misconceptions were cleared up the only way I see them getting a seat in a reasonable amount of time is if they reconciled with the Quarians and two shared Quarian space.

Hanar, it seems to me, have a growing role in the galaxy.  Assuming they continue the symbiotic relationship with the Drell I would say it would take at least a couple hundred years to be given a council position. 

Drell are not a race that will be considered for a council position for thouand plus years.  They're hardly a blimp on the galatic radar (At most they're in the low millions.  Not enough time has passed since the 200,000 were saved), and they seem to be perfectly happy co-existing with the Hanar.  Its likely that the Hanar would get a seat and speak for both races.

I think either in the end a council like the U.N. is formed with all Species in the council or at least the Quarians could comeback with the largest fleet in the galaxy. The humans could convince at least the Asari councilor because she thinks at most logical and without to much prejudice.

Hanar should have been given a seat in the council the moment they saved the drell from extinction.....



Krogan should have been given a seat on the council the moment they destroyed the rachni...



Quarians should have been in the council since they have discovered more mass relays than any other race (tali and liara said this in an elevator)



volus created the credit... that was going to be done eventually... they don't deserve a seat yet.



Now I have the feeling that rachni will surprise us the next game, they will probably destroy a lot of reapers and be accepted in citadel space... and maybe in the council that would be awesome (this could happen with geth, quarian and krogan too.... it's just a feeling)
